eTOM is one of generic process framework that can be used to create any processes architecture for building value for customer with resource management effectively. Learning center is one essential initiative in corporate university to keep resources on competitive advantage level without confusing between formal and informal learning process dealing with knowledge creation and integration with business process. Dynamic performance measurement based on all stream process level KPIs can be used as learning gap both individual and group level to create learning process execution to overcome competence and skill need at proper process maps in core process. To create this Digital Nervous System (DNS) that have effective control system (finance, culture, reporting, coordination, compensation), we can build by our own subjective, practice, relational and aesthetic approach such of learning center process architecture to provide knowledge injection for learning organization that have system thinking for execution dynamic strategy in best production capability.

Based on eTOM Process Architecture from 0-5 process level, we can create learning center process as DNS approach. Learning center value chain is managing learning resource and relationship management with learning supplier/partner to provide valuable learning product and service to improve competitive advantage of customer training need and wants effectively. To make this dream down to earth at here now approach, we can divide this value chain process into three group : strategic, operation and enterprise management support. The key process is create first our customer value chain process in the same “eTOM” process architecture approach as a mirror and recursive relationship to map gap based on KPIs in simple root cause analysis and find knowledge creation dealing with proper level structuring both of individual and group-stream and to end-process knowledge. This approach will affect easier way to provide other enabler of learning center such of information, integration, application, resource, organization chart, job role, output and outcome alignment based on VRIO competitive organization value and dynamic change for new approach of learning need and provision
