Knowledge Based eTOM Business Process Management (BPM)

Knowledge have four characteristics: subjective, aesthetic, relational and practice. This dimensions can be used as norm’s level to filter all silo knowledges to create TKBE’s Knowledge Assets for Managing Internal Business Process of Enterprise to survive, growth and sustain. eTOM have five level of processes that form relational architecture with their own required knowledge to acquire from knowledge resources, store to Knowledge Assets System, retrieve for creating new knowledge, embodied it in product service and system.

Refer to Break Through Result (BTR) elements: describe, measure, monitor, control, manage and using AAR (After Action Review) to identify knowledge’s gap and fulfill it with knowledge creation, BPM need knowledge’s elements that work simultaneously as Knowledge shadow in hypertext organization.  Process norms should be described subjectively to provide continuous improvement based on measured gap between scoring of standard eTOM processes and existing improved processes.  Business Process elements such of activity, information, resources, tools, output can be used as scoring dimension norms to provide critical opportunity for improvement dealing with problem solution and suggestion on hard or soft intervention approach.

NGOSS and SECI integration

SECI knowledge creation can be implemented in NGOSS’s framework with four element; eTOM process framework, SID Information Framework, TNA Integration Framework and TAM application Framework. NGOSS framework use OOAD (Object Oriented Analysis and Design) baseline with creating logically in design and implementing in real world from explicit knowledge to internalized tacit knowledge in resources of relational processes in eTOM. This combination can produce near the truth of strategy initiatives implementation as “down to earth” of smart people in team learning organization.  Transition application can be provide to create externalized and exercised eTOM decomposition with SID stream information flow horizontally combine with transaction information vertically as 4th and 5th real world processes.

With this framework we understand that the bottle neck of implementation is creating knowledge in exercising shared context to simulate created SOPs from eTOM and SID to people in their real world with related other important element like information, tools (application and network). Employee can not execute SOPs in explicit paper because current process can not be stopped directly but need continuous improvement incrementally or gradually.

Social Network Analysis (SNA) in Telecom eTOM

In fact there is such of gap between formal organization’s structure and what really happen between process owners in telecom eTOM business process dealing with utilized knowledge to execute expected process outcomes. To identify this gap we can use Social Network Analysis that match with eTOM’s level of processes. We can integrate SNA data capturing to eTOM 4th and 5th level of eTOM by using Action After Review (AAR) in recorded certain activities when outcome’s deviation happened. Actor of activity can store questions of required knowledge to Subject Matter Expert (SME) in Knowledge Yellow Page that can be viewed as SNA report to analyze and identify what really happen and knowledge’s gap and critical issues in certain current monitored core stream processes. Finally we can cover current core problems create suggestion with monitoring improved workflow’s result qualitative and quantitatively for achieving Telecom Knowledge Based Enterprise TKBE’s goals.

Todays SNA Approach become the third generation of Knowledge Management that should be integrated with previous generation such of Knowledge Repository and Communities of Practice (CoPs) in proper Relationship Management dealing with the enterprise as an open system. At least four components that should be managed such of Employees, Organization, Customer and Social Capital. The essential thing is how we can create value for all this domain in social interaction based on knowledge value chain creation from data, information, knowledge and wisdom implementation. How we can put all things that have strong relationship create benefit to on object that promote to be outcome in implementation KM model.
